Різке зменшення цін на нафту в поєднанні з пандемією COVID 19 завдало значної матеріальної шкоди країнам, які мають значні запаси природних ресурсів. Ці дві події чинять величезний вплив на економічні показники даних країн, попри наявність величезних запасів золотовалютних резервів та фінансової міцності. Основною метою дослідження є аналіз особливостей формування та реалізації фіскальної політики в країнах з найбільшими запасами природних ресурсів, а також специфіки оподаткування переробної галузі економіки. Методологічною базою дослідження слугували методи бібліометричного аналізу наукових публікацій, присвячених дослідженню податкових питань у вищезазначених країнах. У процесі дослідження виявлено, що країни зі значними запасами природних ресурсів у більшій мірі залежні від нестабільності макроекономічної ситуації у світі та кон’юнктури на фінансовому ринку, а також відрізняються недостатнім обсягом інвестицій в людський капітал, неналежним фінансуванням інформаційно-комунікаційних технологій і низьким рівнем податкових надходжень в структурі наповнення державних фондів. За результатами проведеного дослідження запропоновано комплекс антициклічних заходів бюджетно-фіскальної політики, що стосуються зміни обсягу державних закупівель, оплати праці державних службовців, обсягу державних капітальних вкладень, податкових ставок тощо. В статті наголошується на необхідності першочергової зміни структури надходжень до бюджету за рахунок збільшення частки податкових платежів та скорочення частки надходжень від рентної плати за користування надрами країни. Ця стаття є корисною для експертів та дослідників, які займаються дослідженнями у сфері оподаткування та видобувної галузі економіки.
